Cyberpunk evening in Seoul....... Edited???

I'm not saying it's like photoshopped. But it's definitely color balanced, and a certain "style" of editing has been applied to it on a software like Lightroom. I'm just curious to see how he did it. It's not easy getting rain drops in night photos without using flash. I don't know, but maybe he could've added that in afterwards, or if not I'd like to know how he went about capturing it without the flash.
