I think you can get an AC bus from Shimla to Manali. But not from Manali to Spiti(Kaza.) Sorry to hear about the pee smell in the bus, but that would be a rare case.

may be there is a AC bus from Shimla to Manali, I didn't go through that route.. the pee smell come from the road passing by. and thank you ! For now, hoping to explore other countries ..
But you said you went back from reckong-Peo to Shimla and then via Mandi you reached Manali. Mandi is my home district anyway, and it has the tag of Cleanest district in whole India.
And I really can't believe that pee smell from roads in Himachal Predesh. It may happen in other states, or may be near to a bus station.
