Travel for free, but you have to pay money in-order to apply. It doesn't say anything about a refund should you not be selected as one of the travelers. Seems like a great idea. Or just select a couple of destinations and use the money for the application fee and go yourself. I'd be pissed if I spent all that money and didn't get selected.
