On iOS, I think it's called panorama app or something (also from Google).
Take a 360° panorama
Wait for the panorama to render
Go to the last shot panorama in the camera app and click the edit icon... you should see a "create tinyplanet" button
There are also other ways to shoot 360° panoramas and a multitude of software to generate the tinyplanets from those, but you can find all of that online...
