He is not saying that you used it in the last hour. He is looking to hurt the vote selling services that still allow people to abuse it in the last hour. And he think the best way of doing that is to go after legitimate users.
Just don't use a vote-buying bot that allows anyone to buy votes on a post older than 3.5 days. Anyways, I found you because of his resteem, so will support your future work if it is good.
