You need the skill level 20 to build explorers or any other ships. The Shipyard needs to be level 13.

Whow! I need to level to 20? To build ships? Okok I'm gonna get serious on this and will talk about this topic on my next youtube cast. I need to change my tactics after reading this post thanx!! The forum is 1 day old and all ready a great help.
