Citizens of these countries need their records to travel across many disparate facilities, sometimes with no internet access. Factom offers a chance to codify all that information in one place with no risk of losing or accidentally modifying the medical records later on
I didn't understand this part how are they going to provide in a place without internet ?
Not sure exactly... they can't update the blockchain without internet. Maybe it means that even if they have to physically transport records to a place with internet, once they get there, they can store it on the blockchain. So at least it becomes permanent at some point.
