i'm following this Amsterdam's radio station for some time and must admit that I have found over there many interesting artists from the Hague, Rotterdam and Amsterdam showing a different sides of the electronic music, but I'm not sure if I was listening to some tiphop/downtempo/ambient from there. until now :)
....interestingly, this radio station is in the middle of the red light district in a former room where girls sold themselves :) maybe that fact and interesting (different) music has something to do with eath other :)
