To answer the title: No, but they need to solve scaling if they don't want to make a new low.

Edit - it doesn't matter if eth can capture value without scaling, the problem is that as a decentralized project no one can stop dapps like cryptokitties from popping up. And, if one becomes popular, it's going to clog the whole network, even DeFi apps.
