Don't pin me down on it. But I think I heard steemit inc. say that it's possible to regulate the percentage on the SMT level when you give an upvote. (from memory, not 100% sure, I need to look it up).
For Example:

1%STEEM
75% LEO
0% APX
post 2 vote
5% STEEM
0% LEO
80% APX.
