It is human nature to align ourselves with other like-mind people, for better or worse. It is a different matter when a small group of people in collusion work to take advantage of a system to enrich themselves at the expense of others.

It is natural to align with like-minded people, but I would say that it not for better or worse. Human nature is for better (although the results will vary) so we will align with people who we feel will improve our experience. I might choose people who will help me improve my results, you might choose people who make you feel better about your mood.
While we can't choose our parents or the conditions into which we are born, at least most of us can choose who we spend our time with.
