Downvoting is flagging. Right? I haven't dared to attempt that yet, because I've read so many bad things about it!
yea, its the same.
Its really a weapon here, or a tool. Depends how you use it.
I flag all spam on my pages no matter what. I don't use it for much more than that unless absolutely called for.
Like the "please upvote me" comments.
Does the flagging use 100% voting power?
Not if you have the slider. Then you can choose how much.
