While I and others may like the idea, there are two things of some concern that maybe shouldn't be requirements.

Are you willing to contribute 10 STEEM per week to our lottery?
Will you commit to upvoting the content of fellow members @ 50%, via our upvote bot?

10 STEEM is too high of a cost. There is risk of the lottery winner leaving. Committing 50% votes is too much as such strong votes is usually considered to be committed to particular content, or preferred users while also considering the value that much of a vote may get back which some/many may not to use in this sort of "blind" fashion.
