a) all the active Steemians in your city / state

b) any Steemians in Venezuela who might be interested in running a Panchitas Burger franchise business.

It might also we be worth setting up a separate Steem account just for Panchitas Burgers, and build up some voting power in it.

Then maybe every time someone writes a review of Panchitas Burgers on Steem and shares it on their social media you could give them an upvote.

Maybe also run local contests on Steem to win a free burger.
