Telos BP has better Compliance than EOS Mainnet

There was nothing like compliance in EOS Mainnet. EOS Mainnet BPs can do whatever they like. They do not follow any requirements. They do not even obey EOS Constitution. EOS BPs has nothing to comply with before joining EOS Mainnet.

In Telos Blockchain Network (TBN), Telos Foundation has begun the process of testing block producer compliance to the minimum requirements. This is to help prepare BPs to meet compliance requirements for participation on the Telos mainnet.

Telos Foundation had announced that they will be testing BPs compliance, starting from 7th DEC 2018. All BPs are required to be in compliance as set out in the BP minimum requirements (https://github.com/Telos-Foundation/tips/blob/master/BPMinReq.md).

They are giving some flexibility in the beginning and will not be enforcing timing penalties right now (such as the requirement that a BP must participate in the testnet for 7 days prior to being able to produce on the mainnet), and they WILL NOT BE REMOVING ANYONE RIGHT AWAY. However if a BP is reluctant to comply with, then they will be declared as out of compliance. Providing contact information is one of the minimum requirements to join Telos Blockchain Network.

Starting on Monday 10th December 2018, Telos Foundation will begin to unregister BPs from the testnet for non-compliance. Telos foundation will also publish BP compliance “scores”. The first time a BP is removed (“kicked”) will last for 2 hours, the 2nd for 4 hours, the 3rd for 8 hours, and so on. It is important to remember that removal of BP requires a vote by 2/3 +1 of the top 21 BPs, so part of this testing is to see how quickly we can coordinate this crucial act of governance of which BPs play an essential role.

Once Telos had launched, every BP must be in compliance from day one on the Telos Mainnet. This is not optional or arbitrarily enforced. Telos Foundation views testnet compliance enforcement as a way to better test the enforcement actions, including the human factor. This will be a good training for Telos BPs that will be kicked out from the testnet. They will learn more quickly how to achieve and maintain compliance for the Telos Mainnet — without the real cost that would be suffered by being kicked from the mainnet.
