I think they would do this:

2. the specialists will arrive and analyse the situation, define who failed.
3. execute those who failed and the perpetrators
4. put support measures to the victims, the first being they know that they will never see again those who betrayed them, and those who committed the act.
5. write reviews and analysis on the root causes.
6. implement those findings china wide.
7. close the chapters.
8. move to the next problem in queue... knowing that at least one event is closed.

I would say that I would like collective intelligence and transport fluidity maintained, but you knows, step by step... but just to understand that would be a NATIONAL CRISIS!!! even worst a cultural and civilization failure!!!
