No, it would sink into the ground, water in the ground would rise up and cause issues...then also essentially since your house is just sitting on the ground(aside from plumbing ect) it'll get washed away in extreme storms
Umm, I'm sure there is forms of that... Any house without a foundation is one that plans to not be permenant... If you want to do that, I don't know much, but I feel like trailers would be something to look into for you
