It surprises me time and time again how hard to understand the concept of consent seems to be to many people. Not just sex, but also simple things like "don't just touch my hair without asking".

Apps like this are kind of bullshit, for all the reasons you detailed and probably more. It might make people even more unable to properly communicate their needs and wants.
