Pre programmed drones should be immune to these technologies. I can send my 3DR Solo on "missions" which are easily uploaded to the machine and would be fully capable of carrying out this task. Blocking communication would be ineffective since it isn't listening anyway.
Oh great, now we have to have a law that makes pre programmed drones illegal. Gasp, only criminals will have pre programmed drones. (tongue-in-cheek, just in case my sarcasm writing skill is not apparent)
