In south korea gwtting a tattoo is illegal unless done by a licensed medical doctor... basically no one can do it legally. Still it stops no one.
There must be a lot of artistic doctors there! :D
What was interesting (20 years ago) when the S.Koreans and Japanese would come to Australia for exchange is that so many of them died their hair blonde (orange-ish) and then back to black the day before leaving. I used to have students stay with me and nearly all did it :)
That is changing now?
