How to bypass a global internet shutdown with existing hardware and blockchain technology!

Why is this important
For the first time in hundreds of years of war torn conflicts, We have the power as a collective society to put and end to humanitys enslavement without firing a single bullet, rather just by outsmarting them and simply not participating in their game,
now I come from a gruesome background so extreme conflict is my first language but thats exactly my point I've experienced both sides, so I speak from experience! war or conflict should really be our last choice. With that said if were beating the central banks peacefully without draining life or resources by a simple blockchain, then we must continue this and do the same with the Internet, that way is the only way we can guarantee humanity and our children's, children a more stable future.

Disclaimer, I don't believe to be the originator however I originally came up with this idea, then I checked the internet and sure enough I found a gentleman by the name of Andrea La Pumbo he is the creator of the "netsukuku" platform which he uses a complex mesh protocol, that mathematical algorithm solves the congestion problem we would face in growing a massive decentralized P2P system, without his algorithm the networks would congest to the point of being inoperable due to the limiting memory found in routers.

I propose that instead of having a plethora of high wattage routers with boosted antennas we use inferred lasers like those found in a remote control but more powerful, the reason for this is to bypass the FCC's monopoly over radio frequencies.
second proposition
use of our current electrical grid by employing hardware that can read the minor electrical pulses and use it to send and receive data, the only problem is the grid is subject to failure and scrutiny by the government.

Problem
How do we store massive amounts of data without the use of cloud servers?
solution
Much like miners for cryptocurrency have an incentive to mine coins, we can use crypto coins like IOTA to pay machine to machine transactions and people that have massive amounts of storage can be paid with tokens and have a homeostatic and symbiotic environment.

A proposed system for increased security in a free and decentralize network
I propose that we have a standard setup thats composed of P2P network and a separate fiber optic gate where there is a physical gate that slides down to block photons and manually put a pin there so there is no way of hacking the system, with the gate locked there is no way for photons to escape so our immediate network is safe and would even be safer if it was RF shielded that way electronic interference would not escape and reveal its signature which can be compromised with sophisticated hardware.

The Internet as we know it is already largely de-centralized. The difficulty lies in the fact that access providers and content storage providers have the ability to cripple the internet, especially if they collude to do so.

This problem also seems to exist in block chain with powerful providers effectively controlling blocks.

Yes! Hence this solution. And where there's network hubs there's no true decentralization.
