I have a hunch that these tech executives also use this "arrangement" when "selecting" employees, who have "qualifications" not found in Americans who apply for these lucrative tech jobs. Thus, they push for these people to obtain visas, so they can "work" in the United States. While, simultaneously stating they cannot find U.S. citizens who meet their "qualifications".

This story is even more reason for President Trump to audit and diminish the visa program, so more American workers can be hired legitimately.
