Personnel Policies are developed and administered on changing environment. They are influenced by many factors, including new theories, and concepts that are proposed, conclusions based on recent research, new insights and understandings that have been developed and the attitude and explanation of members of society as well as of these who are affected by the policies. Policy relating to personnel may be stated in law, in state or federation regulations, in administrative, directive, or they may be unwritten. Written policies service for guildiance and are expected to be observed until they are repealed or replaced. The unwritten policies are expressed through the attitude of people in the organization and of management . The attitude determines the climates or conditions under which personnel have to work. If the attitude is favourable working condition are likely to be better and moral much higher than if the attitude is one of distrust and suspicion and criticism.
The procedure used in developing policies relating to personnel may be as significant as the policies themselves. If members of board and management do not respect the members of staff enough to seek their cooperation in preparing statement that are fitting to moral and to satisfactory functioning of the program, the staff will become aware of their point of view and their awareness is almost certain to affect their attitude and their work.
The procedure to be used in developing or revising statements of policy relating to personnel need to be careful though in every organization. These procedures should be work out with co operation of the staff and if that is done, the members of the staff undoubtedly will have the opportunity to participate in developing the policy statement.
Although the board must adopt policies before they can become official, the proposal should originate, or at least be worked throu , with the staff members. This is essential if policies are to be satisfactory implemented.
