Places to Remember: Malaysia Anti Corruption Commission HQ Visit

Yesterday, after rushing back from Johor Bahru and had a short rest, I departed to the Malaysia Anti-Corruption Commission (MACC) Headquarters in Putrajaya to have a short introduction trip on the facility as well as the work that the commissioner is doing, which is obviously Anti Corruption.

Being a Malaysian, most of us are well aware that there is a super big case that is undergoing investigation with the involvement of different parties under 1MDB. We are supposed to be visiting the lockup room and also the Video Recording Investigation room but due to the presence of some parties that involved with the 'big case', the tour had to be canceled. Nonetheless, the trip was still a well packed and informative one.

A big YES for our Anti-Corruption initiative as the parliament has just passed and sanctioned the notion of putting MACC directly under parliament which makes MACC truly independent and not to be influenced by even the Prime Minister. As for the Chief Commissioner of MACC, it will be directly appointed by the King (Yang Dipertuan Agong) and no one else can interfere with the appointment. As to the involvement of external parties in MACC to ensure they are not corrupting within themselves, there are 5 external parties which set up 24 hours customer service platform which anyone can lodge a complaint on MACC for misconduct. Truly a good news that the law enforcement is free from the influence of politics.

When I reached the place, I was welcomed by the guard which I state my intention of visiting the facility and led to the visitor car park. To be honest, the building had long caught my attention whenever I am traveling to Putrajaya Sentral.

The unique feature of this building is that the 3 blocks of buildings were raised to 7th - 11th floors before the office spaces started. According to the officer, the design was deliberately done because of security consideration but a statement that anti-corruption should be elevated in the country.

Going into the main lobby, which is in the centre block (I am still confused with which block is which). Greeted with a generous and marble featured wall with the SPRM logo.

As you look to the left, you can see a corridor leading to the customer service and cafe before entering the main building facilities like the offices and also the radio room. According to the officer, the customer service is open for the general public to lodge a report regarding corruption, most of the time as a whistleblower.

Something to highlight about being a whistleblower, which is being a whistleblower in Malaysia, one has to:

  1. Keep the information between you and the enforcement authority.
  2. Had not spread through verbal or written form in any other platform or to other parties.
  3. To have quality information like person name, time of committed corruption, place, supporting documents or evidence, and etc.

If the whistleblower exposed his identity to the public by making a statement in a public platform (even with an anonymous account), the whistleblower will not be provided with any protection under the Whistleblower Act of Malaysia.

So, we have our ex-prime minister signing this plate for the opening of the facility in 2017. Ironically, he is now here under investigation. LOL

Not forgetting to observe the design details of the building, love how they decorated with floral pattern that is usually used by Islamic architecture. The star is a resemblance of the star in the Malaysia flag, great metaphor.

After having a short briefing by the officer, we were led to this radio room whereby the MACC conducted their educational radio live stream to spread the knowledge on anti-corruption through FB live and online radio FM.

Before going up the offices, I saw this building model exhibiting along the corridor and took a photo of it. This is how the building looks like from a birdeye view.

They have such a nice green, roof top garden on its podium level. Linking three blocks together, whereby all the staffs can come down and chillax a bit after a hard day doing anti-corruption.

Some great views from the rooftop garden, and I was enjoying the breeze too! Also some views from the linkage bridges that connect the 3 blocks, but on different levels.


After having a short tour, we then proceeded to the meeting room whereby the officers, especially Tuan Jay had an interactive session with us on what is corruption, how to do preventive measure, and what MACC's role in this fight against corruption. This is the most interesting part which is the Integrity Test done on several companies staffs throughout Malaysia. Surprisingly, we were kinda failed on the Integrity Test which is a start of falling into corruption.

See which of these above seemed OK to you?

  1. Taking office stationaries back home.
  2. Taking medical leave to attend personal matters.
  3. Using companies PC, telephone for personal matters.
  4. Making a photocopy in office for personal or family members.
  5. Using company's vehicle for an unofficial business purpose.
  6. Staying at the hotel above the entitlement limit during duty travel.
  7. Making up claims on items purchased on behalf of the office.
  8. Receive gifts from a vendor who has a business interest with the company.
  9. False mileage claim.
  10. You have a fellow colleague who committed fraud but you choose to not report.

Well, to be honest, even myself have done some of the above. After this event, I am gonna think twice when I going to do something for my personal interest but with company's property.


That was a very informative trip organized by JCI Kuala Lumpur and Transparency International Malaysia. I would like to thank my friend, Nicholas who is the organizing chairman for this event for inviting me. Learned a lot in this 3 hours trip.

Thats quite the piece of history there hey! I had a good giggle at the thought of them doing something like an integrity test here in SA... with the grossly high levels of corruption it would no doubt be a 100% fail rate. Lol

Looks like it was quite a fascinating day out.

Haha, perhaps there are some clean guys around in SA? Or most of them under suppressed by the supreme power? It is hard to say, but as the saying goes, start from ourselves :) if we can’t make it ourselves, then we have no right to question others.
