What If The Government Had To Earn Our Money?

What if the government wasn't able to take our money from us without our permission? What if they relied on voluntary contributions? They'd have to do more to earn it. They wouldn't be able to fund wars with virtually endless amounts of money. The budget would be as much as we give them. Then they'd have to make the most out of the money we give them.
