You are right, in this post I address what a large multinational company can do in order to increase the quality of their hires. For small businesses, it is harder because of several factors. Among these, the ones you mention, like not well defined job descriptions, not enough employees for cross-validation, etc. I did not know about those trade organizations, I think it is a great way of addressing those problems.
