Yup it's an easy excuse for monsters to do monsterous things I agree. My 2 cents is that a black hat could give an unstable person the push they need to do something horrendous and then blame anyone they want. It's too hard to identify each chemical after the fact and syptoms can be faked with all sorts of nasty potions.......
