Since 1916, youth associations have emerged, such as Jong Java, Jong Sumatranen Bond, Jong Minahasa. and Jong Ambon. Hatta entered the Jong Sumatranen association.

As treasurer of Jong Sumatranen Bond, he realized the importance of financial meaning for the life of the association. But the financial resources of both membership dues and outside donations may only be smooth if the members have a sense of responsibility and discipline. Study in the Netherlands

In 1921 Hatta arrived in the Netherlands to study at the Handels Hoge School in Rotterdam. He registered as a member of the Indische Vereniging. In 1922, the association changed its name to Indonesische Vereniging. The association, which refused to cooperate with the Dutch, was later renamed the Indonesian Association (PI).

Hatta also sought to make the association magazine, Hindia Poetra, published regularly as a basis for binding members. In 1924 this magazine changed its name to Indonesia Merdeka.

Hatta passed the handels economie test in 1923. Originally he intended to take a doctoral examination in the field of economics at the end of 1925.

Therefore in 1924 he was non-active in the PI. But at that time a new department was opened, namely state law and administrative law. Hatta also entered the department driven by his great interest in politics.

The extension of his study plan allowed Hatta to be elected as Chairman of the PI on January 17, 1926. On this occasion, he delivered an inaugural speech entitled "Economische Wereldbouw en Machtstegenstellingen" or the Structure of the World Economy and Power Opposition.
