I used to be afraid of rabies after seeing a movie. Still stray dogs are very common in our region (India). So sometimes these dogs are caught massively and killed! I don't know if this is an ethical way of dealing things. (Update: the massive killing of dogs at least stopped in Kerala now. I just verified with my mom)
Stray dogs shouldn't be killed. They should ensure they are vaccinated. If not then, they can be euthanized so as to prevent transmission of the deadly virus.
Rabies is of public health importance and all precaution must be taken.
