Concerning vote delay can you explain the negative options, is this in seconds on the negative side or something left over from another application ?

What do you mean negative option?
You can set the delay to -1 -2 -3 etc.
Less than a min. or so it seems...
You can set it at zero minutes, and anything up to 30 min.
