Repressed societies do the taboo as if it were a prohibition on the topic. When things are repressed the darker world takes over and makes it happen or even makes money off the taboo. When it is legal or not taboo it may not be as exciting or hip in some cultures. Making it normal or not a taboo reduces excitement of risk and scarcity or risk may have a more enticing price tag.
