To answer your question, bioterrorism might not be responsible for various disease today, like you rightly said diseases transferred from animals to human otherwise known as zoonotic disease could also be as a result of human behavior such as having sexual intercourse with animals, the trial of bioweapons on animals, poor hygienic preparation of food by man etc.
