It will be a double edge sword as many people don't realize this but NASA is apart of the US Military. It will be used for the purpose stated along with other uses to spy on people. IMO
As per my opinion is concerned since it is a joint venture of ISRO snd NASA, i don't think it will be that easy for NASA to run its own will...
