I have been noticing that the half dollar coins are all clean and the design is not cluttered, while some commemorative dollars have a complex design. Do you know why?

Maybe because of the size of each coin. The half dollar is smaller and must have less things on it.

Brazil won the 1994 World Cup, yes?

Yes, you are right. The final match was against Italy.
