This isn't @grumpycat's goal. @grumpycat isn't targeting abusers. @grumpycat is targeting voting bots themselves indirectly through users (not abusers). @grumpycat is driving a sword through the community and hoping to hit bots on the otherside.

My working theory is that @grumpycat is actually a secondary account for a major voting bot. It's actual purpose is to reduce demand for other bots.
This theory may be easier to investigate than you think. I see only 4 "grumpy compliant" bots on the tracker, so that would be a good place to start. Some can probably be ruled out based on being too small, too. One of them is JerryBanfield, which is DEFINITELY not Grumpy, and another is PostPromoter, which I think is Yabapmatt's and therefore also likely clean.
