I believe parents has huge responsibilities on what their offsprings may become. There are reasons why underage individuals are engaging on this kind of activity and among them is their relationship in the family.

Personally I'm inclined to think there's deeper structural reasons too.
Although the post wasn't really focusing on the issue of why teens get addicted rather the misreporting of the trend.
