I did just read it, but I don't think that this is a good solution.
This means that the one who do have the better cards can make their collection even stronger. When in the Gold league, you will have 100 reward cards after 10 days. So, lots of possibilities to power up! The players in the lower league will get only 1 card per quest, so 10 in 10 days.
This will increase the GAP between starters, good and wintered players even more.
The result is that if you do want to grow that you will need to buy booster pack!
Just my 2 cents.

That is true and worth to raise to @aggroed - maybe they can find ways on how to decrease the gap
