Why the winners is not the NSFW theme/content?, but just SFW, or still Safe For Work.

I saw the winners are not in accordance with the SPC theme. I think the pictures from the winners above are still common, and not categorized with NSFW / Cencored. Am I right?
The theme before was Censorship, this one was Boudoir which isn't necessarily about nudity, the theme wasn't meant to suggest that you had to show NSFW images. I hope that answers the question.
