Yes, it is. I heard from a friend who went there in the boat before the have to where some kind of raincoat or they'll be thoroughly wet.
Yeah. On the tour boats, they give everyone a poncho to stay dry. The tour is really cool. You feel like you're right there in the falls. If you ever go to Niagara, definitely do the boat tour! :)
