Yes that is what it does, it makes them very high especially when they take it excessively because of the codeine content in the syrup. It is really becoming a big issue especially here in my country.
It is a terrible development. Governments should not allow sale of cough syrups without the doctor's prescription.
Sure measures have been taken here in my country to stop the production and sales of cough drugs that contains codeine, but you know that definitely, they will always be smugglers who will smuggle this codeine into the country in a bid to make quick and huge money.
