This was originally one of the features planned for 0.14.0, but after a massive backlash about censorship, the feature was dropped.

    Thanks for bringing this to my attention.

    willbanks made a great observation:

    You need to stop thinking in terms of punishing bad behavior and start thinking in terms of rewarding good behavior. Punishment drives users away good and bad, reward pulls them in and makes them do whatever it is you want them to do in order to earn the reward.

    Really interesting discussion and I'm glad you pointed me there.

    1. Increase curation rewards for people who upvote posts that were previously downvoted... if those posts pay out -and-
    2. Down-adjust reputations for people who downvote posts that subsequently earn payouts
