Can SteemIt "Program" it's way out of a problem? - Curation

If you build a Social Media site based on currency for content, and there isn't enough new currency coming in, nor is anyone letting go of what they have.  Is there problem in the business plan and or the value placed on POW on the "content"?  half of the plan for currency.  Vote however many times a day, at whatever level you want.  There are still only a handful of people who have enough curation power to do anything for anyone financially. Before you tell me to adjust my expectations, how is SteemIt marketed?  What does the White Paper say about it?  It promises the ability to earn based on the value the community sees in the work.

Since this problem has already become an issue, can anyone see how this can be scaled to a million person platform?

I am trying to understand if I am some how misunderstanding this situation??
