Some like your stuff, they vote to give you some rewards from the community pool to reward work that produces value for the community. Someone doesn't like your stuff, they remove rewards. Those who have a lot of SP, are about 20-50 voters, and they allocate most of the rewards. They can also remove rewards from someone as they see fit, even if other people wanted to reward it. "I have the money and power, so I decide how things go." is the mindset.
