Downvote from @kzalembraz (& others): Why does Steemit still delegate steempower to such an account?

I just saw that I got a down vote from the @kzalembraz account.
A check at Steemworld showed that this account has only distributed downvotes at least in the last 7 days.

What I find funny is that this account has no Steempower but a delegation from Steemit.

Even if the vote power is negligible and the down vote therefore does not cause much "damage", I think that Steemit should not support such an account with a delegation from Steempower.

Of course, the account hasn't posted anything yet.

How do you feel about this?

I tag the accounts @steemcurator01 and @steemitblog, maybe you can explain why steemit support such accounts with delegation of steempower

By the way I got some more downvotes from accounts who also have no own steempower and just delegation from steemit. It seems for me that they only use the steempower to downvote content here, they post obvisiouly nothing and also upvote nothing:
