Can't say for certain but the simple explanation would be mining. Need one account per machine but you can have multiple accounts per machine which improved your odds of finding blocks.

It is my understanding that smooth uses those accounts to stabilize the peg of the Steem Dollars.

In his defence, I noticed these accounts about 3 months ago and assumed they are his Steem mining accounts associated with his witness work.
There appears to be more Steem Power than the wages of witnessing pays.
Mining at the beginning was POW, not witness pay
