Do an introduction post so that people get to know what you are going to be writing about and will follow you. Bottomline, is to write good quality content and post intelligent comments on the posts you like. Over a period of time, you build up a like minded group. It may be big or small depending upon the interest level but will be at stable. You should also follow people that write on topics of your interests. Just my 2 cents!
I'm new as well.. I would say: try to read 'new' post and comment on them; follow creators that interest you so they show up in your feed and search for keywords that you are interested in and interact with people posting about the subject. I've been on Steemit for about a week and I've been able to grow my base to over 100. I like supporting new creators, personalities and great writers or photographers. The good thing is .. whatever you are "feeling" like -- you can find it on Steemit.
