Steemit Needs To Start A Referral Program And It Would Behoove The Whales And The Overall Community to Fund It

Here's how it would work- If John refers Jane to Steemit than John receives perhaps 5% of the overall payouts that Jane receives in her first three months posting on Steemit.

Wouldn't the growth of the blockchain and the increased demand/price of steemit cryptocurrency not justify such an investment by the whales who would benefit the most by increased blockchain participation and share price?

Sounds like a win win to me and I'd be willing to bet that if you attached a nice incentive to bringing new users to the blockchain that you could easily double your current rate of growth.

I'm relatively new to steemit and don't understand all the ins and outs so your comments would be much appreciated as to the specific details of how we could engineer a win/win/win referral program.
