Absolutely agree. I don't understand how people are OK with themselves asking for updates/resteems, or offering to trade. This does not propagate good content.
All they need to do is actually engage in conversations and most people will naturally upvote the comments they interact with. The last thing I want to do for someone vote-begging (or offering vote/restreem trading) is give them a vote - more likely I'll just drop a flag and move on.
