Curation payout on Steemit now has a Minimum Vote Weight
The hardfork number 13 went through yesterday.
It restores payout to after 24 hours (from 12 hours). They also changed award to add a minimum vote weight. See

1 million Vests is approximately 200 SteemPower, so 50 million Vests is about 10,000 Steem Power (correct me if I'm wrong).
I think this means you need total votes of at least 10,000 SteemPower to get a payout.
I'm still confused about this having clicked your links. It is not clear to me whether each vote below 50 million vests is disallowed, or whether it is the total of the steempower that determines the payout.
Does this mean it is pointless for minnows to vote?
So encourage fewer curators?
