Voting power isn't linear if I correct. Step 8 would make the richest a lot more advantage by the boost to voting. You could have meant that let's say 20% boost equal 20% for everyone but I don't know how it would be achieved or if it could be achieved. Anyway good post.
A posts payout varies with the square of the sum of the vesting Steem power that has voted for it. All percentage boosts to voting would be applied to the effective Steem power amount that the user is voting with. This would cause payouts of voted posts to increase non linearly
For example say 3 people have voted for a post, Alice, Bob and Chris.
Alice has 1000 Steem power
Bob has 250 Steem power
Chris has 50 Steem power
Alice, Bob, and Chris vote for an article, and the posts payout value is calculated by
(1000+250+50)^2 = 1,690,000
The next day, Alice subscribes to platinum membership, and now has a 30% bonus on her voting power. Alice, Bob and Chris vote for another article.
Alice's vote is now worth 1300 steem power.
(1300+250+50)^2 = 2,560,000
The payout value has increased by 51%, relative to the previous day, because the payout varies quadratically with the Steem power voting for it. The Steem power voting for it has increased from 1300 to 1600, a 23% increase. This is how the calculation would be done under Step 8. I hope this clarifies my idea.

Could you provide the source to your equation? I'd be intrigue to see the source and if it's still up to date. I'm not saying you're wrong though.
The source for my example formula is page 20 of the Steem Whitepaper, where the post payout value varies with the square of the sum of the total Steem power voting for an article, divided by the total equivalently calculated voting weight of all other posts, multiplied by the amount of Steem being distributed.

I'm not sure this information is correct because the whitepaper hasn't been update. If you know it to be correct or not then I would appreciate it if you could let me know.
